Plan may lead to Tuhoe controlling its own social services

Ngai Tuhoe says a plan to manage social services for its people will eventually lead to the iwi taking over most of the responsibilities currently provided by the state. The Cabinet approved the social service management plan earlier this week. It aims to improve the lives of people living in Te Urewera, ranging from housing to the aim of having no Tuhoe children in Child, Youth and Family care. The chief negotiator for Tuhoe, Tamati Kruger says as part of a 40 year plan initial changes will be made through collaboration with state agencies. Whanganui River agreement enacted

A framework agreement to look after the Whanganui River signed in Parliament on Thursday has been put into action. The document Tutohu Whakatupua was signed by the Crown and negotiators for Whanganui iwi and sets out ways in which to look after the waterway. They include: Identifying the river as an integrated living entity that flows from the mountains to the sea Working to appoint a Crown and an iwi representative who act and protect the health and well-being of the river Formulating a river strategy with input from iwi, central Government and recreational users who will identify issues and consider ways to fix those problems The document forms the basis for a treaty settlement for the iwi in relation…

Ngati Toa wins $75m settlement

The Police College, a former hospital and police stations around Wellington are part of a hard-fought $75 million Treaty settlement secured by Ngati Toa. The settlement is to compensate for the treatment of Te Rauparaha and his nephew in the 19th century, extensive land seizures, and being left out of earlier land deals with the Crown. Yesterday’s “initialling” of the settlement marked the beginning of the end of one of the most litigious settlements so far, Treaty Negotiations Minister Chris Finlayson said after the ceremony. Burnout of Maori doctors to be discussed at conference

A Northland GP says a conference on keeping Maori doctors healthy is important, as some are burning out from the demands of the job as well as being community leaders. The annual Maori Medical Practitioners’ Association conference is being held in Northland for the first time since it began about 15 years ago. Northland GP Lance O’Sullivan says a Maori doctor’s workload can be strenuous as they’re not just medical practitioners within their communities - they’re also frequently called on for other reasons and to fill leadership roles. Ngapuhi to sign child agreement with CYF

Ngapuhi will be the first iwi to sign a Memorandum of Understanding with Child Youth and Family (CYF) which aims to reduce the number of Ngapuhi children in state care. Of the nearly 5000 children in Child Youth and Family, about half are Maori and just over 400 affiliate to the Northland tribe. CYF is working more closely with a number of iwi, and on Thursday will formalise its relationship with Te Runanga a Iwi o Ngapuhi by signing a Memorandum of Understanding. ‘Catty’ relationship with Crown agent – trust

Allegations that a Crown agent and a senior Maori welfare manager had a personal dislike for each other and a “catty, bitchy” relationship have been made in the High Court at Auckland. The court was told on Tuesday that a Maori welfare provider lost a Government contract after a poor assessment by a Crown agent who was a funding and planning manager without a background in social work. Iwi seek to join Pacific Islands Forum group

Maori have asked to become a member of a sub-group of the Pacific Islands Forum. The Polynesian Leaders Group, made up of eight nations including the Cook Islands, Niue and Samoa, is meeting in Rarotonga where the 43rd Pacific Island Forum is being held. The Polynesian group aims to work together on issues in the Polynesian triangle, which include trade. Some iwi delegates are in Rarotonga and have expressed interest in joining. Tuhoe hope to see better services from Govt

The Crown is promising in an agreement to be signed in October to deliver better services to the people of Tuhoe. The tribe and the Government have agreed on a five-year social service management plan, which was approved by Cabinet on Tuesday. It means several ministries and district health boards will work harder to improve the lives of Maori living in Te Urewera. School closure will hurt Maori girls – trustee

Maori girls with special needs will suffer if the Government shuts down their residential school, because mainstream schools won’t be able to offer the same level of service, says a trustee. The Government plans to close two residential school for girls, including Salisbury School in Nelson. Salisbury trustee Gaynor Rikihana says Maori parents send their daughters to Salisbury because they’re confident their children will do well in a whanau environment. She says the majority of the kotiro (girls) are from the Waikato-Tainui area, and many of them are from poor families and have intellectual problems with which mainstream schools can’t cope. Govt says good progress on Tuhoe deal

Government officials say there are signs of good progress being made in Waitangi Treaty settlement negotiations with Tuhoe. In May, one of the iwi’s leaders said talks were in jeopardy following the jailing of two of the so-called Urewera Four on firearms charges, which shocked and stunned local heamana (tribal chairs). But the Government says negotiations between the Crown and Tuhoe over a comprehensive agreement to settle historical grievances are continuing. A social action plan to improve the lives of people in Te Urewera was signed by Cabinet on Tuesday, a step which Treaty of Waitangi Negotiations Minister Christopher Finlayson says is indicative of good progress. Urewera pair denied bail again

Tuhoe activists Tame Iti and Te Rangikaiwhiria Kemara have been denied a second bid for bail while appeals against their sentences are considered. In a written judgment today, the Court of Appeal said it had heard submissions on the appeal and seen the relevant material, but remained satisfied with its earlier conclusion. The men were jailed for two and a half years in May after being found guilty in the High Court in Auckland of firearms offences relating to the 2007 Urewera raids. Some child welfare changes should be mandatory – advocate

Maori child advocacy group Te Kahui Mana Ririki says the future is looking brighter for tamariki. Group executive director of Te Kahui Mana Ririki, Anton Blank, says a great deal of work to improve the welfare of children is underway. New initiatives most recently recommended to the Government - following a study of the Netherlands’ successful systems - include training for parents and more emphasis on early childhood education, Mr Blank says his organisation supports four of the recommendations and says some such as the training for parents should be mandatory.
